Two Types of PDF Forms
Before choosing a method, it helps to know which kind of form you have:
Interactive PDF forms — These have clickable fields. You can click directly on a text box, dropdown, or checkbox and type or select your answer. Most modern government and corporate forms are interactive.
Flat forms (image-based) — These look like a form but have no clickable fields. They're essentially a scanned image or a PDF that was never set up with form fields. Filling these requires a different approach.
Method 1 — Fill Interactive Forms in Your Browser (Free, Instant)
For interactive PDF forms, your browser does the job with no tools required.
In Google Chrome:
- Drag the PDF file into a Chrome browser window (or press Ctrl+O to open it)
- Click any form field and type your information
- Use Tab to move between fields
- Click the download button (top right) to save the filled form
In Microsoft Edge: Edge has a built-in PDF editor that handles both interactive forms and lets you add text anywhere on a flat form. Same process — open the file in Edge, fill in the fields, download.
In Safari (Mac): Open the PDF in Preview, click form fields, fill in, save.

Method 2 — Flat Forms: Add Text with a PDF Editor
For forms without clickable fields, you need to place text on top of the document manually.

- Position the text to align with the form fields

Tips for Filling PDF Forms

Flatten the form before sending — Some interactive PDFs show as blank on certain devices. Printing to PDF (Ctrl+P → Microsoft Print to PDF) "flattens" the form so the filled values are permanently embedded.
Signature fields — If the form requires a signature, Chrome and Edge both support drawing or typing a signature in signature fields.
